Abstract

Village funds, in principle, are allocated in the APBN to finance the authority that is the responsibility of the village. However, in the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 21 Year 2015 Regarding Priority Determination of the Use of Village Funds in 2016 it is explained that village funds are prioritized to finance the implementation of village programs and activities in the field of Village Development and Village Community Empowerment. In the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 21 of 2015 concerning the Determination of Priorities for the Use of Village Funds in 2016, the priority of using village funds for programs and activities in the field of village community empowerment is allocated to fund activities aimed at increasing the capacity of citizens or village communities in development entrepreneurship, increasing income, and expanding the economies of scale of individual citizens or community groups and villages. The phenomenon that occurs in this study is that a discrepancy occurs in 2017-2018, where the realization of the budget for village development does not match the budget. The purpose of this research is to determine the effect of village funds on village development and community empowerment (Case Study in Cibitung Village, Sagaranten District, Sukabumi Regency) ".

The research method used in this study is a survey method, namely research conducted to gather information carried out by compiling a list of questions asked to respondents. The population in this study were all the people of Cibitung Village, Sagaranten Subdistrict, Sukabumi Regency with a total of 4,109 people. The sample used was sampling. The sample was determined by quota sampling of 110 respondents with the following criteria: 1. Men and Women, 2. Village officials, 3. RT / RW, 4. Cadres, 5. Village community. For statistical analysis and relationship analysis used Pearson product moment correlation, coefficient of determination, simple linear regression and to test the hypothesis used the t test.

Based on the results of research that has been done it can be seen that villageĀ  funds significantly influence village development and empowerment of village communities. By comparing tcount with ttable (2.733 < 1.984), it means that H0 is rejected and H1 is accepted, so the hypothesis proposed by researchers in this study is proven that village funds influence the village development. The magnitude of the contribution of the influence of village funds to village development was 6.5%, while the remaining 95.5% was influenced by variables not examined. While the influence of village funds on village community empowerment by comparing tcount and ttable (6,465 < 1,984), means that H0 is rejected and H2 is accepted, so the hypothesis proposed by researchers in this study is proven that village funds influence the empowerment of rural communities. Themagnitude of the contribution of the influence of village funds to village community empowerment was 27.7%, while the remaining 72.1% was influenced by variables not examined outside the village fund variable
